This manual has been developed to support the provincial programme managers, district programme managers, PHC supervisors, local area managers and PHC facility managers in improving the quality of PHC services rendered through the implementation of the ICDM and in ensuring sustainability of the ICDM. The manual is written as a step-by-step guide, although many aspects of the implementation may occur simultaneously.

The Ideal Hospital Realisation and Maintenance Framework (IHRM-F) is a critical strategy and intervention to facilitate improved health service delivery and strengthen health system effectiveness by capacitating hospitals to identify and address challenges. The Ideal Clinic Realisation and Maintenance (ICRM) programme was initiated by the National Department of Health in July 2013 in order to systematically improve primary health care  (PHC) facilities and the quality of care they provide. The Ideal Community Health Centre (CHC) framework/dashboard sets out the standards for PHC facilities to provide good-quality health services. An Ideal CHC is defined as a CHC with good infrastructure, adequate staff, adequate medicines and supplies, good administrative processes, and sufficient adequate bulk supplies.

This facilitator's guide is a collaborative effort between the World Health Organization (WHO), the National Center on Birth Defects and Developmental Disabilities from the United States (US) Centers for Disease Control and Prevention (CDC), and the International Clearinghouse for Birth Defects Surveillance and Research (ICBDSR). It is meant to serve as a training tool for the development, implementation and ongoing improvement of a congenital anomalies surveillance programme.

ABC/3TC dispersible, scored tablets are an optimal, combined formulation (i.e., a fixed-dose combination) of ABC and 3TC single formulations for the treatment of HIV in children. They are used in combination with other ARVs and have the following advantages over single ABC and 3TC formulations:  They only need to be administered once a da this significantly decreases the pill burden and improves adherence. They are scored and dispersible - this means that they can be split/crushed and mixed with a small amount of water for children who cannot swallow whole tablets .
